and NQF in BULGARIA
1. ECVET in Bulgaria
Bulgarian VET reform started with improvement of VET
standards, considered pivotal for national ECVET implementation. VET standards
for the acquisition of vocational qualifications have been outcome oriented
since 2007. In 2011 a new revised model of a VET-standard based on ECVET
principles was set out through revision of existing VET-standards from
different vocational areas. The model was created using project results and
discussed with social partners. It contains a set of units, each including
learning outcomes described in knowledge, skills and competence, appointed
NQF/EQF level and quality assurance assessment criteria. The new model will be
applied for 20 pilot professions and will be the basis for new modular
framework training curricula and modular training programmes for all
qualifications in the IVET and CVET systems. It will widen validation of prior
learning. ECVET is implemented within the national lifelong learning strategy
2008-13 which will lead to an integrated system for credit transfer in higher
education and VET by 2013. The Credit transfer and the
realization of the credit system on national level are ensured by instructions
and activities for reaching the aims of the National Strategy for LLL. Concrete
activities in the last time are national the conducting of meetings for
analysis of the results and ECVET trainings of national and regional experts.
There is a national ECVET web-site integrated in the information system
of the HRDC (http://hrdc.bg/cgi-bin/e-cms/vis/vis.pl?s=001&p=0206&g=). Bulgaria
participates in international projects for improvement of the ECVET- Integration of the Quality Assurance System Eco-Qualify into EQF and ECVET (ECO QUALIFY for EQF) -

In 2010 an inter-institutional working group was set up in
the National Agency for VET (NAVET) for upgrading the framework for elaboration
of the VET standards according to ECVET. Afterwards the group started on
further activities such as analyzing different projects on ECVET
implementation, discussing legislative amendments in the VET Act (with respect
to ECVET), guidelines and handbooks for VET standards developers (using the
units of learning outcomes approach), discussion of ECVET implementation in
Bulgaria, proposals and statements to be discussed by the NAVET management
board.
Results from the held consultation process for
European Credit system in the field of Vocational Education and Training
The problem
concerning the recognition of competences, acquired outside of the training institutions
from the formal education and training system is still not entirely resolved in
Bulgaria.
In spite of the differences between ECVET, based on learning outcomes and the
credit system in the field of higher education ECTS, based on the training process
will be made a Common European Credit System which will include both VET system
and Higher education system. For that purpose it is proposed to use 180 credit
points for the professions in VET system, so it will ensure a maximum
compatibility between ECVET and the already introduced European credit system in
higher education in future.
Implementation
of ECVET
Bulgarian
vocational education and training system has an experience in awarding credits
for training on different professions, carried out at a modular principle which
will help to reduce the experimental period and the time need for the
introduction of ECVET. The implementation of the new structure of the State
Education Standards for acquisition of qualification on professions in Bulgaria, with an
accent on learning outcomes is a precondition for introducing a national system
for transfer and accumulation of credits in VET. The credit points awarded for
achieved learning outcomes could be written in the State Education Standards
(SES).
NAVET (National
Agency for Vocational Education and Training)
NAVET (National Agency for
Vocational Education and Training) is a specialized body to the Council of
Ministers of the Republic
of Bulgaria for licensing of activities and
coordination of the institutions related to vocational guidance, training and
education. It was established in 2000 with VET Law.
Since 2012 the ECVET could be implemented step by step
for the qualifications at all levels of the EQF in accordance with the national
law and on the basis of testing.
2. NQF in Bulgaria
n Draft of NQF has been developed and
published in June 2011 for public discussion which continued until September
2011. It includes one preparatory 0 level and 8 levels.
Comparability of qualification
levels - The current NQF for higher education is compatible both with the
qualification framework (QF) in the EHEA and the EQF for lifelong learning = 8
levels.

or IV
n The EQF grades the degrees based on

based on the characteristics of the local system and on ISCED 97 (International
Standard Classification of Education).
