[STUDY] Participation of QUALIPATHS partners in new CEDEFOP

CEDEFOP, the European Centre for the Development of Vocational Training has recently launched a new study on "Management approaches to establishing a quality culture within VET institutions". The study aims at analysing approaches to internal quality management VET provider organisations have implemented to ensure the quality of their training provision.

After having published in the last year a study on the role of accrediting VET providers for assuring quality in VET, thus addressing the role of external standards and norms for internal quality,[1] the new CEDEFOP study is focussing now on good good practice examples of VET provider organisations rendering quality management approaches into an internal quality culture. This is in line with the latest priorities for European cooperation and supported by corresponding activities of EQAVET,[2] the European network bringing together Member States, social partners and the European Commission to promote European collaboration in developing and improving quality assurance in VET the European Quality Assurance Reference Framework.[3]

Two partners in the QUALIPATHS-project – Anniesland College and GIP-FCIP Basse-Normandie - have been selected with their quality management systems for being included in the study as examples of good practice. Altogether the study is investigating examples from 16 different EU Member States and 4 examples representing approaches towards quality and quality management in certain sectors and companies.

The study is carried out by INBAS, a Brussels-based research company, and Berlin School of Economics and Law, another partner in the QUALIPATHS-project. They coordinate a team of national experts enacting cases studies with on-site visits to VET institutions that have been identified as good practice in establishing a culture of quality, being more than conformance to given standards - within their organisations. Along the case studies interviews are held with key representatives for the internal quality management of the selected VET organisations, with heads of the quality department and/or quality officers, with teachers and trainers, with students and with external stakeholders. Altogether, the site visit and the interviews are aimed to gain a complex view of the organisations’ quality management system and its specific approach to establish and to maintain a quality culture.

In many organisations we find an assessment culture and/or a reporting culture but not a quality culture in place. A mature internal quality management system does imply the use of quality tools, procedures and techniques, but goes beyond – and to this is where the term “quality culture” comes in. In the CEDEFOP study quality culture is understood as fusion of a well-functioning, professional quality management system, and quality committed staff members who behave in a quality-oriented way. A quality culture is produced by the actions of the members of the organisation, informed by professionalism. In an organisation that has established a quality culture, quality is not limited to the use of tools and instruments for quality management, but involves both staff and students and the whole organization.

It is important to note, that the CEDEFOP study has two main objectives. One is to produce a study report, which will summarize and synthesize the findings from the case studies. The focus of the study report is mainly on conclusions for policies in favour of internal quality in VET, the role of social partners and the involvement of other external stakeholders, and the provision of external support and advice to VET providers in the implementation of internal quality approaches.

The second objective, the production of a European handbook for VET providers, will be of different focus and shape: Being addressed directly to VET providers it will provide comprehensive and ready-to-use guidelines, tools and instruments for internal management combined with practical examples and illustrations stemming from the enacted case studies into good practice examples. The handbook that will be distributed by CEDEFOP is to support European VET providers when implementing an internal quality management system. The practice of the QUALIPATHS partners will enrich this handbook by sure, and the results of the QUALIPATHS project should become an added value as well.
